Job Description

Baylor Health Care System is a not-for-profit, faith-based healthcare system with many care locations in the Dallas-Ft. Worth community. The Radiology Clinical Manager is responsible for patient care delivery for the Radiology Department.  The Radiology Department includes Inpatient Services, as well as Emergency Department Imaging Services and Outpatient Imaging Centers.  This position manages and coordinates activities of nursing and support staff throughout the Radiology Department to ensure patient care is provided in accordance with established BHCS standards.  Verifies patient needs are met and evaluates care provided.  Ensures continuity of care is maintained between the nursing units and the Radiology Department, as well as the time the patient is receiving services within the Radiology Department.  Under the direction of the Radiology Department Director, the Radiology Clinical Manager is directly responsible for managing the operations of VIR and Biopsy Services.  This position is responsible for nursing practice throughout the Radiology Department and all registered nurses working in Radiology report to this position.  The Radiology Clinical Manager will ensure compliance with the Nurse Practice Act.  Additionally, this position is responsible for assisting the Radiology Department Director in the planning, designing and improving processes in Radiology services.
 
Job Functions:
 
I.      Manages and coordinates activities of nursing throughout the Radiology Department to ensure patient care is appropriate, safe and in accordance with BHCS standards and legal requirements.  Oversees the delivery of imaging services by the RNS throughout the Department of Radiology  during 24-hour operation.

  • Ensures nurses are compliant with the Nurse Practice Act.
  • Ensures continuity of care is maintained between the nursing units and radiology services, during the time the patient is receiving services in the Radiology Department and at the time of discharge from radiology services.
  • Collaborates with the Radiology Manager to ensure that the technologists adhere to patient care standards established in the Radiology Department.
II.     Oversees the delivery of imaging services by the RNs and technologists during 24-hour operation of the VIR and Biopsy suites.
  • Ensures quality of services.
  • Oversees QA / CQI process.
  • Ensures compliance of regulatory standards.
  • Ensures necessary staffing is provided for all shifts of operations by monitoring, evaluating and modifying staffing patterns in order to utilize assigned staff to provide patient care; prepare and modify work schedules to ensure coverage; approves time off for assigned staff.
  • Orient staff / monitor competencies.
  • Oversees performance evaluation.
  • Ensures licensures are current and documented as such.
  • Investigates, resolves and documents the resolution of patient complaints concerning services provided.
III.    Assists the Director of Radiology in planning, designing and improving work processes for Radiology services.
 
IV.    Ensures the organizations vision, mission, values and goals are understood and adhered to.
  • Collaborates with the Radiology Manager to conduct multidisciplinary staff meetings to ensure consistent, timely communication throughout the department.
  • Facilitates goal setting for all RNs in Radiology Department and for staff working in VIR and Biopsy.  Monitors goal achievement and ensures the outcomes of the goals are reflected in the annual performance evaluation.
  • Encourages employees to participate in the employee satisfaction survey, provides results to the staff and initiates a plan of action related to areas of improvement.
V.      Provides the Director of Radiology feedback related to new equipment and services.
 
VI.    Collaborates with the Director of Radiology to develop a budget for areas of responsibility (VIR and Biopsy).
  • Provides input related to capital equipment needs.
  • Monitors operational targets for areas of responsibility and implements corrective action plans for negative productivity and operational expense variances.
VII.   Responsible for the clinical competency for the Radiology Department.
  • Approves and contributes to the orientation program, in-service education programs and competencies.
  • Collaborates with the Radiology Manager to contribute to the educational needs of the technologist.
  • Coordinates educational activities.
  • Communicates new/revised protocols, guidelines, standards, educational requirements and competencies to staff.
VIII.  Promotes a culture of service excellence in the Radiology Department which encourages quality services, enhances the image of the institution and promotes staff retention.
  • Supports the Radiology Manager and Radiology Department Director to communicate service excellence expectations and customer satisfaction survey results.
  • Facilitates reward and recognition in the Radiology Department.
  • Holds staff accountable for service excellence.
  • Consistently rounds in all areas of responsibility.
IX.     Responsible for Patient Care Policies and Procedures
  • Develop, review, revise, submit and implement policies and procedures, goals and objectives; ensuring policies and procedures are consistent with BHCS goals and objectives.
  • Ensures Radiology Patient Care Policies development and implementation include collaboration with nursing service and other departments as applicable.
  • Collaborate with the Radiology Manager to develop and implement policies and procedures pertaining to work processes and staff expectations.
X.      In collaboration with the Radiology Director, interview, hires, counsels and terminates personnel in areas of responsibility in accordance with Baylor University Medical Center policy, procedures and processes.
 
XI.    Establishes and ensures compliance with National Patient Safety Goals.  Serves as the liaison with the Office of Patient Safety. 
  • Responsible for establishing processes to meet the goals and ongoing monitoring of compliance.  Implements action plan to address any opportunities.
  • Serves as the Radiology liaison with the Patient Safety Officer and Patient Safety Manager.
XII.   Supports the Radiology Manager related to the compliance with The Joint Commission standards.
 
XIII. Responsible for Quality Outcomes for the Radiology Department.  Serves as a liaison with the Department of Health Care Improvement.
  • Coordinates the Quality Outcomes and Quality Assurance activities.
  • Ensures that department standards and monitoring procedures are consistent with the outcomes, goals, and objectives of Baylor Health Care System programs.
  • Collaborates with the Radiology Manager to address quality issues and hold staff accountable for desired outcomes.
  • Continuously reviews processes for operational improvement and effectiveness.
  • Serves as the Radiology liaison with the Healthcare Improvement Department.
XIV.  Develops and maintains cooperative working relationships with physicians and other nursing units in order to gather and exchange information, develop and implement solutions to problems.  Acts as the liaison with nursing services.
  • Communicate with various departments to coordinate services, resolve operational problems and improve the quality of patient care.
XV.   Serve on various nursing or BHCS committees; attend meetings and educational seminars to enhance knowledge of current Nursing techniques and procedures.

Job Requirements

  • Current Texas RN License required;
  • Bachelor of Science in Nursing required; Master's degree preferred;
  • Minimum of 3 years of experience in a comparable role and with progressive responsibility is required.
