This system will offer cost effective solutions related to outcomes such as improved quality of care, recruitment/ retention of providers, and fiscal accountability.
The SME must have with extensive implementation knowledge of subsidized child care, Ohio Preschool Initiative, and Head Start systems in Ohio. The SME must also have experience with and an understanding of how the development and implementation of web based information technology solution systems can support the work of staff working with these programs at the State and local level.
The SME Specialist will work closely with the Information Technology (IT) program manager to guide the design, development and delivery of an automated child care solution for use by State and local workers. The SME will provide subject matter expertise related to development, testing and utilization of the solution and the data generated. They will coordinate with IT program manager and support outreach to local departments of social services and State agencies. Specific tasks include facilitation of and participation in discussions on data collection process and methodology, information gathering from end users, and designing and delivering training for local and Ohio Department of Job and Family Services staff.
Requirements:
BA/BS Degree required (Masters preferred) with 10 years of work experience with child care, pre-kindergarten and Head Start programs preferred. The Specialist must be deeply familiar with Ohio Department of Job and Family Services and goals and child care subsidy processes (eligibility, enrollment, recertification), building and sustaining collaborative partnerships, and be a dynamic communicator. The successful candidate must be able to work independently and collaboratively under critical time frames and work with complex and sensitive information. Strong written and verbal communication, organizational and interpersonal skills are essential.
