Facilities Engineer
Location: Tulsa, OK
Brief Description
Oversight of all midstream construction activities in Mid Continent; setting priorities, monitoring progress, developing future plans “staying ahead of the drilling".
Detailed Description
Review “midstream" contracts and agreements including transportation, treating, processing, dehydration, compression, etc. and offer technical comments, suggested language and intent for the benefit of the company.
Monitor compliance of all terms contained in Construction, Operating and Gathering Agreements.
Monitor measurement accuracy and provide guidance and support of Measurement program â€" Mid Continent.
Perform audits when necessary and negotiate settlements
Provide coordination and serve as liaison between asset teams, operations, legal, production accounting, accounting, and marketing to insure proper interpretations and compliance with contracts and proper allocation of production.
Serve as “corporate asset" to assist corporate home office and other business units as needed regarding midstream contract development, operations, facility design, and cost estimating.
Mentor younger or less experienced engineers in midstream activities (pipeline design, compressor sizing, treating, processing, etc.)
Job Requirements
Field experience with pipeline contractors overseeing construction activities (inspector).
Field Operations experience with pipelines, compression, dehydration and treating.
Familiarity with E & P / Midstream gathering, transportation, treating and processing contracts; technical and commercial aspects of the agreements.
Understanding of measurement, gas quality and settlement statements.
Experience with gathering system hydraulic modeling; how to do it, what it tells you, and benefits
Experience with writing and administering contracts for services, construction and equipment
Be able to identify midstream opportunities as they arise in E & P operations (compressor and equipment downsizing, consolidation of gathering pipelines, etc., )
Understand economic models, rates of return, NPV, etc.
Understand LOE and capital budgeting process and impacts on cash flow
Possibly some personnel supervision
Understanding of information needed by midstream operators, when they need it, and how to get it from within the company.
- Good computer skills
- Good interpersonal skills (important in working with operations engineers, asset team members, marketing, land, legal, field superintendants, etc.)
- Familiarity with DOT Part 192 design and operations criteria for pipelines
- Familiarity with pipeline ROW agreements, settlements and land owner issues
- Pipeline and facility project management (be able to design, estimate costs, procure materials, contract and oversee all types of midstream related projects)
