Parsons needs a strong project manager to perform within an owner's construction representative program for the Defense Commissary Agency. This position reports to the Sr. Program Manager and provides support for the planning, programming and execution of maintenance and repair and minor construction projects executed through DeCA's Maintenance and Repair Branch. The position will also include responsibilities as follows:
Manage the on line Sustainment Maintenance and Repair Tracking "SMART" system:
Assist field engineers to provide consistent, up to date and accurate project data input and funds requests.
Track budget execution for small projects.
Resolve issues with IT support team.
Ensure consistent use of the SMART system among field engineers and provide guidance on common procedures.
Conduct on site Contracting Officer Representative (COR) training sessions at various regional locations. Introduce store level CORs to the whole facility maintenance concept. Educate them on responsibilities as CORs. Train them on how to request service from GSA Whole Facility Maintenance contracts. Train them on acceptance of work. Train them on quality assurance tasks.
Validate monthly and annual reports of maintenance performed by GSA contractors and recommend actions and needed adjustments to the Chief, Maintenance & Repair Branch.
Assist in resolution of customer issues with field engineers and GSA contractors.
Prepare an update and rewrite of DeCA Handbook 20-5 Maintenance Contract Handbook.
Travel to any or all of the store locations is required. The ideal candidate should understand owner's needs, design professionals, general contracting and construction on military installations.
Individuals shall hold an accredited degree in construction management, architecture or engineering with a minimum of 15 years of practical experience in construction contract administration, management or supervision. Additional five (5) years practical experience may be substituted for a professional degree.
The candidate must demonstrate leadership and the ability to problem-solve for multiple concurrent projects; be fluent in Microsoft Office applications, basic digital photography; working knowledge of scheduling software; and possess the required abilities to review and evaluate construction schedules. Skills to perform constructability reviews, produce construction cost estimates, have working knowledge of value engineering concepts, and understand quality management processes also required.
Individuals should be highly motivated and possess excellent written and oral communication skills. Travel required (typically 3-4 days at a time, once or twice per month within the U.S.)
