Job Description

Performance Excellence Consultant, Sr.

Under general supervision, PROVIDES client-based consultative services to Senior Health Plan/Hospital Leadership, key physician managers, and others to ensure timely and favorable outcomes in areas that are critical to success of Region; DEVELOPS and MANAGES effective and appropriate use of process improvement principles including supporting systems and tools to improve process performance. Executes fundamental understanding of the components and techniques used in project management, including planning, deploying, monitoring, etc. and decision-making in all departments; EDUCATES/ TRAINS or PERFORMS/FACILITATES analysis in areas of: issue identification, organizational risk assessment, operational methods and systems improvement, continuous quality improvement/total quality management work or quality standards and monitoring, and application of quantitative analysis techniques; HELPS Senior Leadership solve complex problems focusing primarily root causes; MENTORS other consultants and analysts in all department in these areas to foster intellectual capital of Region;

ESSENTIAL FUNCTIONS:

1.        PROVIDES client-based consultative services to Senior Health Plan/Hospital Leadership and key physician managers; ENSURES timely and favorable outcomes in areas that are critical to success of Region.

2.        ENSURES effective management analyses and studies are performed as requested; DEVELOPS methodology and PROCESSES to set priorities for project scheduling and MONITORS implementation; ESTABLISHES audit and reporting mechanisms to determine progress made toward more efficient, productive, high quality environment.

3.        ENSURES impartial consideration of all information in developing and recommending decision alternatives.

4.        DEVELOPS, DESIGNS, PLANS, FACILITATES, and COORDINATES use of management tools, monitoring tools, decision support models and operational studies in operations and methods improvement. Thoroughly understands and uses all aspects of the Define, Measure, Analyze, Improve and Control (DMAIC) model in accordance with Six Sigma principles. Has basic knowledge of lean enterprise concepts, can identify non-value-added elements and activities and use of appropriate specific tools

5.        PROVIDES education/training to departments and management on application of process improvement techniques and measurement concepts; MENTORS and COACHES senior and mid-level managers, key physicians and others on applying these techniques and programs in their areas.

6.        ACQUIRES and INTERPRETS data for decision making; PROVIDES decision support and analysis to upper mid-level managers and key physicians.

7.        MANAGES strategic, multi-departmental projects; SETS goals, timelines, objectives and goals for departments.

8.        LEADS teams from problem assessment phase to implementation of solutions; FACILITATES meetings, both large departmental meetings and personal one on one session.

9.        COMMUNICATES effectively through written reports and oral presentations to senior and mid-level managers and key physicians.

10.        CONDUCTS analysis by probing and uncovering root causes to issues and APPLIES knowledge of findings to solve complex problems as strategic partner.

11.        TEACHES and MENTORS other consultants and analysts in all departments in above skills for performance accountability to foster intellectual capital of Region.

12.        DEMONSTRATES knowledge, skills, and abilities necessary to provide culturally sensitive care and/or service.

13.        ADHERES to and MAINTAINS current knowledge of Principles of Responsibility, applicable federal and state laws and regulations, accreditation and licensing requirements, policies and procedures; REPORTS and/or RESOLVES issues of non-compliance.

14.        On regular, sustained basis, COOPERATES with other staff members both within and outside department in accomplishment of own job duties as well as assisting others in accomplishing theirs; SERVES as team player and role model for other staff members in Organization always exhibiting traits of courtesy, caring, helpfulness and respect; CONDUCTS oneself in service-oriented manner that is attentive, pleasant, cooperative, sensitive, respectful and kind when dealing with members, visitors, public and all employees.

15. PERFORMS other duties and ACCEPTS responsibility as assigned

Job Requirements

EDUCATION/TRAINING

Bachelor’s degree in business administration, public health, economics, management or industrial engineering, or related field.  Basic knowledge of lean concept , and thoroughly understands and uses all aspects of the Define ,Measure, Analyze, Improve and Control (DMAIC) model
Equivalent combination of education (lesser) & experience may be considered in lieu of requirements.

LICENSURE/CERTIFICATION
Greenbelt/Blackbelt training

EXPERIENCE/OTHER
Six years experience as senior level consultant, analyst, management, or industrial engineer in health care field.

Two years management/supervisory/project lead experience.

Broad working knowledge of Health Care Industry including (but not limited to) service delivery, finance, administration, and information systems; demonstrated ability to educate colleagues in these areas.

Thorough and explicit understanding of organizational dynamics in areas critical for regional success; demonstrated ability to negotiate trade-offs and find mutual agreements among interests.

Demonstrated ability to influence and move senior leadership decision-making towards favorable outcomes in areas that are critical to success of organization.

Demonstrated ability to conceptualize, identify key issues, and move change processes quickly and correctly across entire organization.

Demonstrated ability to effectively perform in team environment.

Demonstrated ability to mentor colleagues in all areas listed above and clients as needed.

Working knowledge of Quality Management principles, processes, and tools.

Demonstrated knowledge of and skill in the following:
