Position Description: JOB SUMMARY Responsible for full-cycle recruiting plan and strategy, including interviewing, testing, and referring applicants for all positions throughout the assigned business unit and call center. Full responsibility for sourcing candidates, including career fairs. Provides expert consulting of human resources recruiting policies and procedures, and federal and state laws regarding employment practices. Facilitates training to management team regarding recruiting, hiring, and orientation guidelines and policies. Develops or improves recruiting strategies and plans. Develops and implements reporting and analysis. Other duties and projects as assigned. ILLUSTRATIVE ACCOUNTABILITIES
Ensures that the candidate experience is positive, organized and efficient; Establishes and consults with peers and members of management to assure effectiveness and responsiveness; Maintains contact with organizations that specialize in targeted candidate referrals consistent with FCC/EEO/AAP requirements; Champions diversity recruitment and sourcing; Adequately maintains required data to effectively meet any and all regulatory reporting requirements; Prepares and submits required reporting; Provides career guidance to employees; Consults with line management on staffing and recruiting needs; Reports sourcing initiatives in a proactive plan; Returns ROI and effectiveness reports; Conducts Human Resource compliance training, as needed; Facilitates process improvements at the team level with key leaders; Creates and maintains trending and analysis reports on regional labor market data and sourcing and talent retention within the call center. Creates and maintains cost-per-hire, time to fill, recruiting sources, turnover, and other related staffing information and reports; Effectively communicates and/or presents reports to HR Manager, Director and leadership team. May be responsible for: creating and maintaining EEO/AA plans, and/or conducting exit interviews.
Position Requirements: BS/BA in related field, or PHR/SPHR certified, or equivalent combination of both education and HR work experience in a high volume recruitment environment. Minimum two years staffing/recruiting experience to include six months recruitment and interviewing experience within a high volume environment, prefer call center experience.. Excellent verbal and written skills. Ability to effectively interact with a diverse employee population and public. Strong organization and administrative skills. Knowledge of Human Resources management principles/theory, employment laws and regulations, and required governmental reporting. Ability to continuously speak and hear detailed or important information and instruction. Proven and proficient skill level in Microsoft Office Software including: Access (preferred), PowerPoint, Excel, Word, and Outlook.
