Description
Under general supervision, determine system specifications and devise procedures for solutions of the problems through the use of data processing systems and programming. Competent to work at the highest level of all technical phases of systems analysis and programming while working on own most of the time with only general supervision. Provides technical leadership and mentors Software Developer/Analysts I and II.  Codes, tests and documents software packages based on priorities set forth by a Manager of Software Development.

JOB DUTIES/KNOWLEDGE
1. Provides technical leadership and performs technical tasks including systems analysis and programming related to the design, development, and support of information systems

2. Performs preliminary studies to include feasibility, conceptual design, cost/benefit analysis, and preliminary system design.  Prepares estimates of resource requirements in terms of time, cost, and equipment for all phases of software development.  Translates system macro design to detailed program specifications.

3. Serves as primary interface with user representatives.

4. Assists in writing, debugging, diagramming, coding and documenting new programs.

5. Performs maintenance and modifications of programs currently in use to keep them responsive to user needs.

6. Analyzes systems and software performance and makes recommendations concerning hardware, software, upgrades, and other resources to maintain pace with technological progress and business needs.

7. Makes recommendations concerning systems and programs which will make applications less complex and more efficient.

8. Assists in systems testing and implementation.

9. Identifies and/or resolves programming problems in order to provide continuous business operations.

10. Answers user questions and resolves user problems.

11. Attends and actively participates in meetings/conferences.

12. Performs other duties as assigned to include work on special projects.

Job Requirements

1. Must possess a Bachelor’s degree (or equivalent combination of education and experience) plus five years of systems analysis and programming. 2. Broad information technology experience is also required. Must be able to plan and implement large projects. 3. Excellent technical programming skills in the Microsoft development environment, including the use of Visual FoxPro, Visual Basic, Microsoft .NET, XHTML, HTML, CSS is required; previous work experience in other programming languages will be considered on a case by case basis; 4. Software development cycle knowledge (design, code, source control, quality assurance, test and deployment); 5. Experience with relational database products such as MS SQL Server is required; 6. The requirement to work closely with a wide range of end users necessitates excellent oral and written communications skills. 7. Ability to work well within a team and project environment; 8. Background must demonstrate the ability to operate effectively within a complex, dynamic environment. 9. Ability to work under pressure on a number of different projects simultaneously; 10. Commitment to keeping abreast of technology and sharing that knowledge with others; 11. Experience with healthcare information systems is a strong plus.
