Job Description
The Senior EHS Specialist serves as the air expert for all of the sites within the Texas Hub to coordinate and consult on all permitting and compliance management activities.
Duties and Responsibilities:
Responsible for overall planning and implementation of programs within the Texas Hub to manage permits and compliance with state and federal air regulations. Develops and directs programs to implement new air regulations within the Texas Hub. Consults on and reviews all air permit applications within the Texas Hub and negotiates permit special conditions with state air agency. Reviews agency correspondence. Supervises contractors performing air quality services, including LDAR activities. Serves as an expert consultant to unit EHS specialists. Assists with responses to agency air inspections and enforcement actions.
-Reviews all permit applications, Title V, NSPS and NESHAPS reports for technical content and accuracy prior to signature by Responsible Official.
-Supervises Freeport LDAR contractor and advises other hub sites on LDAR requirements.
-Prepares annual emissions inventory and submittals to state authorities and company's RC report..
-Provides support to sites within the hub without an assigned EHS Specialist.
-Represents company on TCC air subcommittee.
-Maintains central air files and records, including Freeport site netting tables.
-Manages collection and submittal of monthly NOx data to Environmental COE.
Job Requirements
Qualifications
-BS/BA Engineering or Science
-8 years or more of experience with State of Texas air permit regulations in a manufacturing environment
-5 years of experience in Consulting or with a Air Permitting Regulatory Agency in Texas.
-Extremely detail oriented with excellent writing, organizational, communication and editing/proofreading skills.
-Self-starter; highly motivated individual with the ability to handle multiple time-sensitive tasks.
-Computer literate; PC experience and the ability to work in a variety of software packages including MS Word, Excel, Powerpoint and others
