INVISTA's Victoria TX Plant is a well-established, world class manufacturing facility, providing chemical intermediates for the manufacture of Nylon-6,6. The Nylon Intermediates facilities consist of adiponitrile, adipic acid, hexamethylenediamine and other nylon intermediate products.

SR. PROJECT PERMIT ENGINEER
Responsibilities
Serve as the primary liaison between project teams and environmental function to ensure appropriate permitting and compliance requirements are met.
Work with the site air group to ensure that all process and or equipment changes are properly permitted under state and federal regulations, either by Amendment, Permit by Rule, Standard Permit, or Change to Qualified Facility.
Coordinate with the site water group to ensure that all process and equipment changes are properly permitted as part of the sites TPDES and UIC permits.
Work with the Consent Decree project teams and production areas to ensure they have full understanding of permit and compliance requirements (Air, Waste, and Water)
Expectations
Develop tools (i.e. calculations) to facilitate the evaluation of emissions impacts of process changes.
Ensure that all process changes for the assigned areas are properly authorized.
Properly authorize Consent Decree projects.
Aid Permitting Team in development of systems and tools to efficiently review projects for PSD/NSR authorization.
Ensure notifications required by amended permits are tracked and submitted within required timeframes.
Management of Change and PSD Review
Responsibilities
Serve as system owner of the environmental management of change process
Provide environmental reviews for projects, including PSD applicability and permitting requirements.
Ensure complete and accurate review of design packages by EHS Advisors.
Maintain consistency with Corporate PSD documentation procedures
Expectations
Provide appropriate prioritization and timely reviews for all project requests
Support and improve systems to track and document environmental reviews.
Provide training to site personnel, including project initiators, project coordinators, and EHS advisors on the environmental evaluation process.
Ensure that appropriate subject matter experts within the Environmental Department are included in the environmental review.
CSO: CONSTRUCTION PERMITS (PROGRAM 1.02)
Responsibilities
Develop and implement programs associated with the air permit application process (PSD and NSR) for new construction and major modifications, with understanding of when these regulations may be triggered.
Expectations
Develop a plan and timetable to update all air permit summaries.
Develop a plan and timetable for developing the CSO program.
Experience and Skills Required:
BS Degree in Engnieering
7 + years of environmental compliance experience.
Solid background in project permitting including:
Ability to evaluate projects from conception to completion; and
Determining permit requirements and making recommendations to minimize environmental and regulatory impacts
Experience as an employee or contractor in managing compliance for air sources, including documenting regulatory applicability determinations, verifying process streams, understanding mitigation and controls devices, performing emissions monitoring, and calculating air emissions at a large industrial chemical or refining facility.
Knowledge of federal and state laws governing air emissions.
Knowledge and experience with specific air regulations (e.g. Benzene NESHAP, HON/MACT, etc.)
Must Demonstrate the following:
Excellent verbal and written communication skills
Strong analytical and interpersonal skills
Ability to handle multiple projects simultaneously and remain flexible and adaptable
Proficient in PC-based software (Word, Excel, Access, etc.).
Must be able to work in the US without company sponsorship now and in the future.
Experience and Skills Preferred
BS in Environmental Engineering or Chemical Engineering
10+ years of environmental compliance experience.
Experience preparing reports for state and federal agencies.
Experience in other environmental media (waste and/or water)
Knowledge of Texas state laws governing air emissions
Background in Federal PSD/NSR permitting is highly desirable.
