Job Summary:
Under general management and procedural control, employee is responsible for planning and organizing a diversified and comprehensive athletics program designed to satisfy the needs of the public. The programs devised meet sound health concepts and represent present trends in lifetime leisure activities. This involves the organization of leagues in numerous sports throughout the year that maximize field use while engaging the broadest sectors of the population. Development of special activities such as sports camps and special events are included in the range of responsibilities as is incorporation of group instruction in lifetime sports such as golf, tennis, and running. Employee conducts planning, developing, coordinating and implementing of special events and assists various recreation positions within the department as required. Essential Job Functions 1. Coordinates the efforts, planning and organization of the recreational league play within various sports for the Parks and Recreation Department.
2. Responsible for hiring, scheduling and maintaining a trained staff to meet the criteria of work assignments and departmental objectives.
3. Monitors and oversees all recreational sport or athletic program development to insure programs are cost efficient, timely scheduled and successfully implemented.
4. Follows up on supervision within all recreational sport or athletic programs to see that programs are adequately maintained and staff is fulfilling their responsibilities.
5. Accountable for analyzing the financial expenditures of all programming under his/her control. Generates cost analysis for determining the benefits of programs versus cost.
6. Solicits funds and sponsors for marketing of programs and special events by contacting community leaders and maintaining contact with league sponsors.
7. Organizes and promotes summer leagues and personal instruction camps in conjunction with various organizations. Promotes advancement to state or national tournaments in applicable sports.
8. Maintains and oversees the maintenance of athletics facilities by regularly inspecting fields and generating work orders needed. Insures assigned work is completed to satisfaction the appropriate departments.
9. Serves as the department’s liaison for interaction with state or national governing bodies for which the City has a responsibility to be a member, and for which the City may choose to affiliate in order to bid on various events or tournaments.
10. Works with outside governing bodies designated by the City to determine needs for field use and insure all proper documentation is done prior to issuing field permits to them or any other organization.
11. Receives, reviews, and recommends requests from outside entities for use of City fields and athletic facilities. As approved, generates proper field permits.
12. Involved in the planning, developing, coordinating and implementing of special events and assists, when required, at various positions in the department. These include but are not limited to the Golden Age Olympics, Candlelight Posada, Fourth of July Program, and the International Friendship Run.
13. Serves on related boards that oversees or regulates athletic facilities and programs within the City as requested by the Director of Parks and Recreation.
14. Evaluates community social trends and recreational and athletic demands and reports them to the Department Head. Initiates the necessary plans of action to maintain satisfactory programs.
15. Maintains adequate files and records for the division’s function, guaranteeing effective expedition of all business transactions and preparation of technical reports concerning recreational athletic matters.
16. In times of crisis (hurricane, flood, etc.) assists in coordinating and operating shelter facilities under the direction of the Parks and Recreation Director.
17. Employee must be on 24-hour call for emergencies and program management.
18. Assists and represents the Superintendent of Recreation by performing related work activities as assigned.
Job Requirements
1. Job requires a BS/BA degree in Public Recreation/Parks Administration or related field and specialized training in local government/community recreation.
2. Job requires five (5) years of work related experience with progressive supervisory responsibilities.
3. Employee must have considerable knowledge of athletic management and supervisory skills to perform effectively with little direct supervision in various work situations having deviations and irregularities.
4. Employee must be able to deal with the public in a courteous and diplomatic manner and have the ability to act and guide the actions of others in various types of situations.
5. Ability to respond to inquiries or complaints from outside organization, customers or citizens.
6. Ability to prepare reports, business correspondence and procedural manuals.
7. Ability to effectively present information and respond to questions from groups of managers, customers, the general public and management.
8. Must be customer-service oriented, have a customer friendly attitude and professional appearance at all times.
9. Must be able to effectively manage and supervise paid as well as volunteer staff.
10. Must be capable of working with administrators, internal department, other departments and staff to maintain positive image of the division and services.
11. Must be able to work effectively under pressure and stringent schedules and produce accurate and satisfactory results.
12. Must be capable of working in a fast-paced environment and have ability to establish and obtain operating goals and objectives.
